docs: Mana 系统精实 MVP 设计规范（待评审）
单一法杖蓝池 + 逐效果扣蓝 + 蓝空停施 + HUD 蓝条；数值取 numerical_design §2。
暂不做：递增蓝耗、infinite_spells 扣血、全局+法杖取Min、cast_delay 重构。
