fix: 彻底绕过 Ubuntu WSL OOBE 交互提示

Ubuntu OOBE 检查 UID>=1000 的普通用户是否存在
- 创建占位用户 wsluser (uid=1000) 满足检查
- 删除 OOBE profile.d 脚本
- /etc/wsl.conf 单一 [user] 块覆盖写入
